Is cargo fully implemented in the game cause all the airport have low demand and I can't get any routes to make money

It should be fixed with the next release.
If I had to make a rough estimate when this release will be, I'd say end of june/start of july.

Yeah the demand doesn't seem high enough hope the release is soon

Is the demand not high enough on short haul or long haul?
The idea was that cargo demand isn't very high on short haul flights unless you have an extensive long haul network.
Once you have your long haul network in place, your short haul demand starts to rise since it can connect on your long haul flights.
Still, if you prefer to fly short haul, I believe it should be possible with some rather small aircraft, or between the largest cargo airports.

The issue was not related to the formula, but the fact that the amount of cargo per year on each airport wasn't loaded :-) Because of that all cargo demand was set as very low
