The forum truncated my findings because I kept posting after myself, but I solved the issue.

It wasn't a matter of missing the file, just that the file name was wrong due some weird MS language pack reason, so I just looked the name up on Wikipedia and renamed the file to it's appropriate name and voilá!, it booted up.

Now I'm just trying to understand the game as it has quite a steep learning curve.

But thanks for being so helpful in uploading the missing file to MediaFire.
