see it like this:

So yes, in my suggested scenario you do have a starting fleet.
But I wouldn't consider that a gift really. There is no way they can beat competing airlines and they don't turn a good profit on other routes.
It's a bit more out of the box then the usual scenarios we have at the moment: start up an airline, here is your cash (enough to buy 1 or 2 airliners) and get big soon.
Looks like you're correct on Aeroflot already being massive in 1992. (even though they lost 95% of their fleet with the fall of the Soviet Union)
Perhaps start as Rossiya? And have it compete with Aeroflot, to make it even harder?
