I'm not sure what the question is, but the An-225 is available in the game from 1988 to 1989.
If your question is why you'd order it in the game because you can't fully fill it, I have 2 answers:
-You probably could set it on a route with high demand and only have it fly every couple of days.
I believe this should be able to fill it in the current version of the game.
In the next version of the game, cargo should prefer airlines that offer higher frequencies if available. So that might be a burden.
-In the next version of the game, connecting flights should be implemented, so that might rise the use of the large cargo airliner.
