When creating a Cargo route, Filling degree doesn't change from 0. is it a bug or i am doing something wrong?

Assuming you're playing one of the prealphas, my bet is that cargo demand isn't implemented yet?
Anyway, the demand system needs an overhaul.
If you're playing the old version (0.51), cargo demand is usually very low.
In my experience, cargo is only lucrative on long distances.

i see. Indeen i do mosty 0.51, but it tried alpha 9 and it didn't work. What i actually trying to do is make a route with speciphic goal in mind, like transporting 40000 metric tons of cargo from one point to another, and see the profits, costs time and etc.

Do you mean those offers you get every now and then?
I can't help you with that. I never played around with those.
Or are you just trying to find a route that can fill an aircraft?
I think I remember Barcelona - Istanbul being very profitable.
In general, everything coming from Istanbul to the larger airports in Europe (Frankfurt, Paris CDG, London LHR) were profitable.

I have fixed the filling degree for cargo routes, and I am not sure I get the other part of the thread?
