Most airlines that do these flights for companies like Delta and United (under their connection and express banners) are called regional airlines.
I know there is a category for regional airlines in there, but maybe it should be taken further. Regionals usually do not operate any of their own flights and fly to the less desirable locations. 

Maybe an idea would be to be able to start a regional airline or subsidiary and take on contracts for other airlines but not allowing those airlines to create routes themselves. They also usually do not operate under codeshares and alliances, since this is all dictated from the contract holder.
