You don't need pilots indeed.
The play button will only appear after the flight is confirmed. (check status on the left in the list).
Flights get confirmed if slots at both sides of the route are confirmed. (immediately for non coordinated and schedules faciliated airports; for coordinated airports, only after the season start)

There are two seasons in the game: Summer and Winter.
Both seasons have a deadline. For coordinated airports, you have to apply for new slots before the deadline else you will have to wait until the season thereafter.
If you applied for the slots before the deadline, your slots will be approved by the start of the season.
You can schedule flights before your slots are approved, but only for the next season. (by then your slots will be approved)
Does this kind of explain the season planning?

One slot means you can have 7 weekly flights to that airport (and back).
